ebb and flow gone wrong.. help!

Hello, so I finished building Orgeseeker's controller bucket, works fine.. but the problem I have now is when I flood the buckets, the inner bucket starts to flows up 3-4 inches off the bottom bucket, so only half the pebbles gets water.. control bucket float switch is 3/4 lower. media I'm using is plant it clay pebbles.. inner bottom holes are 3/4. any ideas?

have no idea how to edit.. but what I meant was.. The inner bucket starts to float off the bottom bucket..

Maybe drill more holes in the bottom of the inner bucket so it doesn't have the surface area to float with the flood?

I have over 100 holes, I don't think I can drill more holes on it.... pics tomorrow, don't have it with me now.. it puzzles me..
