you can but it's a lot easier if you have it rooted in rockwool...
You really only need something that can suspend the plant over the res.
I grew with closed cell foam holding the stem in a hole in the lid for years. No hydroton or netpot... no rockwool. (can't stand rockwool)
Just sprout in perlite or a seedling mix and grow until the roots are 4-5" long. Wash everything off gently and suspend so the roots are constantly wet.
Make sure the hole is large enough for the stem to expand in... at least an inch for small plants... 2-3" for large.
Done.
