Drooping leaves on seedling

I have a seedling thats about 2 weeks old now. It started off fine and recently i transplanted it into a solo cup with about 1/3 perlite, 1/3 ocean forest, and 1/3 happy frog (along with some large rocks ao the bottom for drainage purposes). he last couple of days the first true set of leaves have started to droop down, they kind of look like an m. Despite this, the plant has been growing pretty well. Right now its under 4 26 watt cfls, about 4 inches away. with a oscillating fan constantly blowing over the plant and bulbs. I'm not sure what the cause of the drooping is...I'm thinking possibly over watering. I water it with a dixie cup full of water whenever the top layer of soil seems dry...thats about one every day. Let me know what you think. Also, the stem is very purple and theres some purple on the new growth... I'm thinkin it might be because the strain has some blueberry in it. We'll see

No picture makes advice very inconclusive, but in this case watering every day in that mix in the solo cups with your description of drooping sure sounds like a classic case of over watering.

You should have drainage holes in the bottoms of your containers and not do those measured waterings like that, but rather water thoroughly until run-off to be sure you're not causing dry pockets in your soil medium, however as often as you've watered, there's no way dry pockets would be your issue. Every day IS way too often and so is watering when you have dry on top. It's not a good indication of what's going on deeper in the planter.

I dont like keeping my plants in solo or syrafoam cups more than 2 weeks. I see the same thing when the plants are looking to stretch the roots, but are being held back by container size.

Not sure it would be over watering with that mixture your using. If anything they could be underwatered, since they will dry out quickier as they age in the container.

I would up pot to a 1-2 gallon and watch it explode with growth once the roots can stretch..

well she's still a little girl...i think a solo cup is a decent size so far. She's just gettin her second set of leaves formed. If anything I think its probably under watering so I haven't watered in the last 2 days. Leaves are still drooping though. I'll probably keep watering every 3 days or so and see if it turns around.
 
Also after you transplant make sure the soil isnt packed around the roots... I had that, after putting in new pot u u can squeeze it a couple of times to crack the dirt thus allowing better air circulation
