No they do not stop growing during flowering. Maybe at the end of its life cycle but that's it.
Repotting during flowering can cause too much stress and slow growth, cause hermies. Also, when the plants are in flower you want all the energy and growth to the buds and not the roots. I usually have them in their final pot 3 weeks before I switch to 12/12. Hope this helps, M.
It does not stop, what typically does stop is vertical stretch early into flower.
What I like to do is top off my soil as it begins to settle, other than that,
I don't think more root space will equal bigger buds after the plant has reached it's maximum height, what the buds need after stretch is consistent nutrients.
