Is this all that ? few things to consider
1- does this then not allow for the Federal Gov. to not take it off the no medical use list?
2- commonly called a sin tax are you going to be competing with the Gov. if you grow and give to others envying them their tax revenue
3- What is the competition between investment in medical and the most powerful strains?
4- Are we going to get processed plant Mat'l called 100 mg of what ever part of the plant that was decarboxliated?
5- What are going to be the employment and impaired laws going to be?
6 if a "expense-ary" sells a product and the driver is called impaired by what standards do they measure what are the insurance implications? for both parties?
7- If it is left up to state legislatures that are scrambling to cover underfunded and undisclosed pension obligations. It there going to be a tax on your garden if medically needed ?
8- making "LEGAL" entails a whole bunch of new legislative action since the Federal Gov. is a hands off approach then left up to the states. 50+ different policies going into place from each state all clamoring to enrich their coffers.
I REALLY THINK THE AIM SHOULD BE TO THE FEDERAL GOVERMENT TO CHANGE IT'S CLARIFICATION OF MARIJUANIA!

I have done Army Corps of Engineers jobs as a contractor for the last 23 years. One thing people don't understand the Government pays a all costs
1-design
2-contract out
3-oversee
4- enforce humanitarian bid considerations
5-quantification of bid or project
6-insure all aspects of a project no matter what direction it will go
ALL OF THIS FOR GROWING A PLANT IN YOUR YARD IS THAT DEMOCRATIC OR RIGHT BE VERY CAREFUL FOR WHAT YOU WISH FOR YOU MIGHT JUST GET IT!

I know this is old news now, but I am happy to see the Democrats are starting to open their eyes a little bit! I don't say it often about a politician, but I actually like Gavin Newsom. He has progressive ideas and I see him as a true leader. As a Canadian watching our brothers and sisters fighting worldwide, I feel like California will be the tipping point. Once 38 million people speak, the world will know Cannabis prohibition is dead. I don't think the older people really believe this is the end of prohibition. The younger generations understand it is only a matter of time. Come on Cali , free up the weed!
