Discoloring leaf tips and ripped leaves

Hey mates, it has been some time since I've been around. Just started a small organic grow again. These are my seedlings roughly 3-4 weeks old in mixture of Roots organic, Happy Frog & Promix BX. I haven't given them anything but tap water at the moment and did a mix of about 3:3:2 respectively for the soil.

As you can see there is some discolored leaf tips and some light colored spots on the leafs. There are also some tears in the leaves (makes me think there are bugs but I don't see any to my eye).

Any thoughts or ideas to help me figure out what is going on?

Probably a ph issue causing some lockout.

Okay, I'll grab a pH pen and check the pH next time I water.

This is definitely a possibility, I just brought in a new fan and had it on setting 2, I'll try lowering it. I have a ph pen and paper along with ph up and down coming in so I'll update when those arrive if things don't get better and what my readings have been.
