collective zoning

Hi guys I'm not sure if I'm putting this in the right spot but here it goes.

I live in a city in Nor cal and I was pretty stoked since the town said they would allow collectives again but they needed time to set up zoning so I thought cool we long story short I have been looking for months now and I can find a building in town that meets their regulation standards so here they are:

(1) 1000 feet from any school, homeless shelter, alcohol and drug treatment center or any other collective.
(2) 300 feet from any homes and such
the problem with these is the measure in a straight line even if it goes through other building. This makes it a lot tougher to find a place but still doable.
(3) Has to be a free structure and cannot share a common wall with any other business.
(4) can only be zoned in Heavy Commercial and general commerical
I know their reason they do this I was just wondering if there was anything I can do because I havent been picky I will take any building they will allow problem is no building is out there but they act like were free too but they tie our hands. So they made it so you cant open anymore collectives without acting like they oppose it pretty great eh.
thanks joe

any suggestion would be great

its a game cities like to play.....

i was approved to open a collective in San Mateo by the sheriff and major. went through the whole application process, they said i was approved, no problem. then, as i went to get the guidelines from them, to get a place, they threw a 6 month city moratorium at me......

within a month, another collective opened up in San Mateo, talked to them and they didn't do half the shit i had to go through,.........bullshit!

In California 45 cities have regulations, 118 have moratoriums,148 have outright bans.
