Clarification on medical limits

Obviously living and California and especially Santa Cruz has its benefits. Reading the medical limits for Santa Cruz you can have 99 plants, 10x10 canopy and up to 3lbs dried processed. So here is the issue, people within these parameters are getting popped. What is a safe limit if you have 2 cards and dont want to deal with getting your shit taken and end up in court. Im currently running 6 lights under the 10x10 canopy limit and am under the 99 plants but still there are people getting rolled my size. I was thinking of dropping down to 4 lights and 64 plants. Obviously this is a little safer but would the cops just look and see the recommendations then leave or would they take everything. Is there even a safe size anymore as anything over 1 light pretty much exceeds medical necessity.
