here's my take on this. the dude was trying to swallow whatever drugs he had. ok, cops try to get people to spit it out and shit. but think about it, why don't they let people swallow the shit, arrest 'em anyway, take them to a hospital and have their stomach pumped. worst case scenario the dirt bag dies from his own stupid idea. he's not putting anyone else at risk and the officer wasnt at risk so why the deadly force?

This is a case of stupid cops using unreasonable force to get what they wanted. One of the hardest things to teach a cop is to back up and regroup when efforts to apprehend a suspect go south. This is why high speed chases are handled differently than they were a decade ago.

Any cop who can't get the cuffs on a suspect w/o killing them needs a desk job only. Any cop knows a choke hold applied long enough can have consequences. Then these dumb asses jacked off for precious moments before CPR was administered.
