The Barr Code
Census workers can enter your apartment in your absence

6:00 am May 26, 2010, by Bob Barr

Thousands of census workers, including many temporary employees, are fanning out across America to gather information on the citizenry. This is a process that takes place not only every decade in order to complete the constitutionally-mandated census; but also as part of the continuing “American Community Survey” conducted by the Census Bureau on a regular basis year in and year out.

What many Americans don’t realize, is that census workers — from the head of the Bureau and the Secretary of Commerce (its parent agency) down to the lowliest and newest Census employee — are empowered under federal law to actually demand access to any apartment or any other type of home or room that is rented out, in order to count persons in the abode and for “the collection of statistics.” If the landlord of such apartment or other leased premises refuses to grant the government worker access to your living quarters, whether you are present or not, the landlord can be fined $500.00.

That’s right — not only can citizens be fined if they fail to answer the increasingly intrusive questions asked of them by the federal government under the guise of simply counting the number of people in the country; but a landlord must give them access to your apartment whether you’re there or not, in order to gather whatever “statistics” the law permits.

In fact, some census workers apparently are going even further and demanding — and receiving — private cell phone numbers from landlords in order to call tenants and obtain information from them. Isn’t it great to live in a “free” country?

WOW unfuckingbelievable. its really almost like they have other intentions then to ask some stupid ass questions. what that is id like to know. and what would it benefit them? what sort of answers would they get entering your place while you arent there? hmmm? could you imagine getting home, walking into your place and youve got some census taker sitting there waiting for you? i guarantee that would be the last place that person entered without permission.

as far as i see it the constitution was burned to shreds long ago.

Just to clarify...the only thing you HAVE to answer is how many people live there, and how many of them are male or female...THAT'S IT!!

You are not required to give nationalities, email addys, phone numbers, or any of that other shit. Ya they put it on there for you to fill out, so many people think it's required, but it ain't. If you look at the way the form is laid out, you will see that the number and gender(s) are in separate sections from any of the other questions. People just go ahead and fill the rest out because it's there.

This is only one of the problems with the way things are run. People voluntarily giving up every inalienable rights every day without knowing it. It's not the peoples' fault, they're doing what they think they have to do. But there is a lot that you don't HAVE to do...just do some research. After doing some research myself over the past couple years I've learned to question EVERYTHING, and it's validity.

I don't mean to undermine your post Pseudo. I do think that policy on rentals is completely fucked up, and that along with other things is why I want out of here. My only purpose here was to inform everyone of what they (the census folks) are actually required to ask, and what the people are obligated to answer. You are not required to answer 99% of those questions, but by doing so you are just voluntarily giving up info. The ironic part is if they really want that info, they can get it elsewhere. They don't need a fucking census report to get personal info.

I guess my point is...question everything, don't just take it for fact that you have to provide info. This is how they are wining and taking over privacy...because we are letting them, without even knowing it.

The Barr code is the name of a blog for a man name Bob Barr.

From my understanding it's been stated the Landlord has to let them in to talk to you if you refuse to ans questions, but I don't know if this is true. I did a little searching and could find no cases of this actually happening, nor any law allowing this....

I had a visit this week from the census, because I am in exile, and basically a ghost, I did not get my form. I was sitting outside in my kill zone, which doubles as the dog compound, with my dog. This fat old grandma comes walking up , I kid you not, who looked just like Mrs. Santa clause, was my census taker.

She stayed outside the compound, and we had our 3 minute chat, and she went away for ever.

If you are afraid of the census, you are a pussy.

I don't know for sure, but aren't all federal employees empowered/required to report anything suspicious they find when they visit a residence? Anything from cannabis growing to whatever "might" be illegal...

They're not the cops, but they are definitely arms of big brother...

I don't know about the "required" part, but the local vacuum cleaner salesman has the same ability to report. Also, he's just as credible at warrant time.

I handed over the census duty to my wife, she filled it out and returned it. Because if it was just me I wouldn't have done it just to fuck with them and see what would happen.

I received an Census form in the mail and did not answer. I was home twice the days when a census worker knocked on my door. Both times, I did not answer, they left a Census card for me to fill out. That was two to three weeks ago, and I have not heard anything else.

Where and when did this happen? Who is this Bob Barr person? Just because someone has a blog (and who doesn't these days) and they are ranting and raving about something that you may agree with, it does not count as fact, only opinion.

Well its on the internet, so it must be true :D

Well here goes a site contradicting Bob Barr and they are both on the internet, OMG who do I believe??

http://www.huliq.com/8738/can-census-workers-enter-your-home-without-your-permission

The section of the Federal law governing the census does state that landlords and owners must give census workers access to apartment buildings, hotels, rooming houses, and similar facilities (including gated communities by inference), or provide the names of residents inside them, upon request, with a $500 fine for any owner who refuses to do either. The law does not permit, nor does the Census Bureau instruct, census workers to enter apartments or other dwellings in the absence of the inhabitants. In fact, census takers are trained not to enter residences even when the residents invite them in. The fine -- $25 at the time of the first census in 1790, $500 now -- is almost never levied against anyone.
If you got a grow, just mail the form in to keep them from knocking on the door

Maybe they should also take a census of the # of cannabis plants being grown at each residence. I mean we really need a Cannabis Census, don't we? Maybe next time they'll add that to the form! Then we can know exactly how many plants exist in the US and how many households are growing. I think the gov't would be FLOORED if the true number was made known...

Help!

Help!

Me and snype have received 2 census notifications, and are nervous about what's going to happen. Is there any possibility that the person will want to look around the house? Because if that's true there is part of the house we can't show them, and it will look very suspicious denying access to only one part of the house.

my mother inlaw's (r.i.p.) place had a notice from a census person saying they came by and will again.... we simply called the phone number on the notice and gave them the info they wanted over the phone and that was that.

jeez... why did folks not want to fill out the cencus again?
wouldnt all this stress have been avoided by simply having your chick fill out the form?

stay safe people.
be smart

I worked on the Census last time.

We were told NEVER to go in someone's house. PERIod.

We were told if we smelled drugs, or we saw illegal activities to IGNORE it and stay out of trouble.

the census bureau is more concerned with the safety of their workers than they are about who is growing weed.

I didn't fill it out and called them after they left a card. The lady came and we sat on the porch. It took 2 minutes, she was very polite and it was over. I didn't mind doing it because school state aid and the such are based on the numbers of people and I don't want someone getting shorted of the Fed dollars.....

Just call them and set up a time, that way they don't show up when you're not expecting them. Also if they show up a dozen times it starts looking like you have something to hide. Just call, be cool and friendly and they are on their way....

They'll never come to your house if you mail in the form. Don't see why people get all up in arms about the census.

You guys know the people who go from house to house are temporary employees? They get hired for a couple of months part time and that's it. Listen to Lolagal...

It actually don't seem like too bad of a gig, pays great around here and how easy would that shit be?

Yes. From what I hear, it is good pay. I'm a agriculture university student living in an off-campus apartment. I felt bad about not filling out the census because it is very helpful to each community. But I will be graduating (hopefully) in 18 months, and will probably move.

It is truly unbelievable the amount of ignorant uneducated people in America currently. Did the fluoridated water do this? Take off the foil hat people.

Seriously, its the census, Constitutionally mandated every ten years to help ensure funding is going where it needs to for schools, roads, hospitals, etc... They are trying to count people. Plain and simple. I worked for the census previously, and would like to put up a few helpful tips as threads like these make me ashamed to be an American.

Tips for Dealing with the Census!-
1) Fill out the form when it is mailed to you, to late now, but when 2020 comes around mail the form back and nobody will be knocking on your door.

2) The census worker doesn't care what you do in the privacy in your home, or even if you were smoking a blunt when the approached you, they want to fill out the enumerator questionnaire. Takes about 5 mins depending on how many occupants in a residence.

3) The census employees are instructed to never enter a residence, not when invited in, and certainly never in the absence of a resident.

4) If you don't want to do the interview in person for some reason, don't answer and call the number on the notice of visit and conduct the interview over the phone, even easier!

5) Its no big deal, you can lie for every question and nobody would be any wiser. Give them a fake name if you have a warrant or something. But why not keep them from coming back?

Last little tidbit, I found a grow during my census days, real stupid grower, ballast sitting outside of the garage, wires going in, know what I did? Left my notice and never told anyone but the people on IC. Census workers are people who need a second job to help with the bills, not detectives.
