Can vaporizers damage digital ballasts?

My wife uses a heat gun on a bong as a vaporizer. When the heat gun is running, it cycles the heat to keep it at the right temp, which causes the lights to dim and brighten every second or two. It does this to all the lights in the house. Can this "varying voltage" screw up a digital ballast? I had one fail recently, and the thought occurred to me that maybe that dimming could be hard on the ballast. I've run that ballast for over 2 years with no problems, using the heat gun the entire time as well. It may be just a coincidence, but I thought I'd ask. Thanks!

Edit: the heat gun is 1500w and the ballast is a 250w HPS.

Edit 2: 15 amp circuits, 120 volt, American home built in 1969.

The term for this is a brownout. If its affecting your whole house I would be concerned about your electrical supply, or the safety of the heat gun. I have a very poorly wired place and I don't get that. Most modern voltage regulators can handle quite a variation, but brownouts are particularly hard on many types of electronics. Computers are full of capacitors that help smooth out low spots in the supply, but ballasts certainly are generally more demanding and tend to have only one cap at most that does most of its work on ignition. I suspect it might be harder on the lamp than anything though.
