Can plants still look healthy but have PH issues?

I have some plants that look very healthy, but I kinda think they should be bigger at this point in the grow. I was wondering if this could be PH related as I dont have a PH meter, but I am getting one soon. Anyways, could a plant look very healthy but have slower growth due to a PH issue?

In my opinion, definitely. I've just replaced my meter (gone from a Milwaukee one to a Bluelab (get a Bluelab if you can afford one, they are great)) and my old one was miles out. Perfectly healthy looking plants, no deficiencies but a ph of 4.7 that I was carefully balancing with my old meter to 5.9.
Plants will adapt somewhat, some better than others - I think a ph meter is more important than an ec one. All my problems seem to stem from either root issues or ph problems.
