can i use bone and blood meal if well composted before planting?

i have heard that if the bone and blood meals are composted for 3+ weeks they will not attract animals....is this true?

yeah that should be fine, takes at least 3 weeks to be ready to used anyway, count of the heat generated by decomposition.
