Can I get additional power if my panel is already full?

Hey guys. Had a friend look at our panel today and he said he cant add the necessary 50~ amps because our panel is maxed out already.

I need 240v and 120v lines coming from the panel to our storage shed out back (need subpanel for storage shed). Do I need to hire a licensed electrician and get permits to tap into our electric and get the necessary 50~ amps, separate from the homes panel, to the subpanel for the grow?

What ballpark am I looking at $$ wise to get this done the correct way by an electrician? I'm in norcal, Sacramento area.

Thanks for the help guys, hoping I can get the electrical situation figured out here so I can proceed with my project.

you would need a new main breaker panel with a 240v 50 amp breaker dedicated to your storage shed. for this you would need a licensed electrician i'm sure. after that it could easily be diy: dig a trench and run 6/3 uf wire from that spare 50 amp breaker to a sub-panel in your storage shed. in that subpanel you install a 240v 30 amp afci and 2 120v afci's and that oughts do it. buy yourself a meter and a good book on diy electrical. it's not that hard. just take your time and be meticulous.

Most important question would be what is your incoming service amperage? If its 150 or 200 you can easily split it out among a number of sub panels...if your service is 100 or less check with your power company about increased service...I'm not keen on digging up a yard when you can run a line from the house to shed (peak to peak) its easier for one thing. If you want some advice or tips shoot me a pm I will try and answer asap.
