C.A.P mlc-4 not firing on two.....ladies need light

Hello. Got a friendly electrician to set up my mlc-4. I started running two of the four and it was fine. Now im halfway through a cycle and wanted to run the other two. I plug one in and nothing. As for the other it wouldnt even plug in? Help.

I would post a picture. This might be one of those situations where the plug and outlet are not compatible.
