I have read through the infirmary sticky, but this problem could be many things. The plant looks otherwise healthy on top, it's just the bottom section.
SOIL:

How long has this problem been going on? Week maybe?
What STRAIN are you growing? bagseed
What was the establishing technique? (seed or clone?) seed
What is the age of your plants? 1 1/2 months
How Tall are the plants? 11.5"
What PHASE (seedling, vegetative or flower) are the plants in? vegetative
What Technique are you using? (SOG, SCROG etc) none (au naturale)
What size pots are you using? (Include how many subjects to pot) 5L (one plant...i know it's not much, this is just an experiment...1st time)
What substrate/medium are you using? What brand of soil mixture are you using?(percentage of perlite, vermiculite...etc?) LC's soilless mix from the organic sticky
What Nutrient's are you using?How much of each with how much water? How Often? *Knowing the brand is very helpful* Alaska fish emulsion 5-1-1, maxicrop seaweed 0-0-1
What is the TDS/EC/PPM of your nutrients used? not sure
What is the pH of the "RUN-OFF"? no way to test ph
What method of pH test was administered? Using Strips? pH pen? n/a
How often are you watering? once-twice a week
When was your last feeding and how often are you feeding? last week, and I have been feeding every third watering at 1/4 tsp of fish emulsion and 1/8 tsp of seaweed per 16 oz of water
What size bulb are you using? 2 23W CFL and 1 32w CFL
What is the distance to the canopy? 6"
What is your RH Factor? (Relative Humidity) probably pretty low, but I spray the plant every once in a while to moisturize
What is the canopy temperature? ~86
What is the Day/Night Temp? (Include fluctuation range) day ~86 night ~75
What is the current Air Flow? (cfm etc.) 2 pc fans, one for intake one for exhaust
Is the fan blowing directly at plants? yes
Is the grow substrate constantly wet or moist? moist
Is your water HARD or SOFT? soft
What water are you using? Reverse Osmosis (RO)? Tap? Bottled? Well water? Distilled? Mineral Water? distilled
Has plant been recently pruned, cloned or pinched? no
Have any pest chemicals been used? If so what and when? no
Are plant's infected with pest's? no

I'm thinking it's either a calcium or potassium deficiency. Please help! I cannot get pics up at the moment (cannot find camera)

well without pictures its hard to tell. but off the top i would say ph flux. alaska drops the ph pretty low. if you have a buffer in the soil it should balance. but without a buffer then the ph would be really low and locking out nutrients. you should get a ph kit or strips. it can only help. i dont have to check my ph because it automatically goes to 6.5 but i do check it from time to time to make sure everything is a-ok.

I figured that it had something to do with the ferts. I applied some dolomite lime on top of the soil this morning, so maybe that will help balance things out. Do you have any other suggestions as to what kind of buffers I can use? I am pretty low on money, so if I could use something I already have that would be great. I have garden lime, earthworm castings, peatmoss, perlite, etc.

i think i have the same problem, but ill put pics up tomorrow. im a first time grower, so im still learning. my buddy is experienced, but i want the professional advice. please help when i get pics.

If your plant is 1 1/2 months old and only a foot tall, you got problems fella.
Some plants are just bad from birth.
Putting dolomite on top of the soil will do about as much good as flushing it down the toilet.
I say start over. Mix a batch of LC's Mix EXACTLY as directed. You can germ your seeds in it. Don't feed the plant for a few weeks. It won't need it.
If you're watering that plant twice a week, you're drowning it.
You've learned a lot from this grow. Scrap it and try again.

Other than the lower sets, the plant looks healthy. Keep in mind that the box is only 31" tall, so there really isn't much room for growth upwards anyways. I kept my CFL above it about 2 inches away, and just recently raised it to about 6 inches in an attempt to have the plant stretch. The plant is really bushy too. I think I am just going to stick with this one and try to salvage what I can. After this grow, I think I am going to wait a while until I start another. Right now I am just flushing with distilled water in hopes that things may get better. Who knows.

Well after reading alil more carefully, I think there are a couple of things you might consider. Yer pot size, if I'm not mistaken it's only about a half a gallon, right? That's purdy small, it could be root bound. Put yer hand on the top of the soil around the base of the plant and tip it over like you would when you trance plant, and pull the pot off. It only takes a few seconds ta see if it is root bound...... Also, Since this plant has been in the same small pot with the same soil all this time, you can bet it's played completly out. So at this point you may very well need a more balanced nute ratio. If you have any flowering nutes you can do with that and the stuff yuv been useing. I'd go half and half..... When a plant starts with problems at the bottom and goes up you can about bet it's lackin somethin. Being root bound will cause this in hurry....Btw, I hope you have stronger lights to flowers this plant with, cause yer cfl are already to far from the bottom of the plant ta do any good. Keep in mind she will at least double in size when you do flower..... Let us know what ya find out about the roots. Maybe someone besides us can learn from this in future. Good luck! BC

Well, I have 2 27w CFLs on the bottom facing the lower section as well, just to clear up any confusion. I didn't even think about seeing if it was rootbound. Maybe I should try that. So you think I can mix a flowering nute with a veg? I have neptunes harvest 2-4-1 as well as the nutes I mentioned above. I was giving it 3/8tsp of maxicrop along with 3/8tsp of alaska in a 16 oz bottle. I did the calculations for a 16oz bottle, but am I doing something wrong there?

Cool! I'm sure she'll be fine when ya boot her up a size. The reason I suggested alil grow and bloom was to help balance the NPK back out since they've been in depleted soil and showing signs of deficiency. No need if yer re-potting tho. Btw, if ya veg a plant for long periods of time in the same soil it never hurts to give them a shot of flowering nutes all by itself. Roots love phosphorus plus it helps keep the nutes in the soil balanced. I'm sure things will be lookin up, good luck anyway tho. Take care... BC
