Brain sucking "dragonfly" ?

What is this insect sucking on the brain of this big brown fly?
They were chilling out on one of my plants.

It's not a dragonfly.

It's an assassin fly and which kind exactly I don't know.

Tough looking fly. I wonder if they bite like horse flies ?
