Bordo copper spray for septoria

Septoria is bad around here. Bordo is Tribasic copper sulphate. Is is safe to use on plants during vegetative state?

If not, what is safe?

Neem oil works, copper sulfate should work too. Why don't you combine the two for a better effect?
Crop rotation should be considered in places were it hits often
