Bist Lighting Setup for germination through first month?

I know there are different lighting setups for different styles of growing but what are some suggestions of lighting for germination through one month?

In the title it should be "best" not "bist" woops

Your HPS will suffice but if you can or want to invest, LED's are a good choice for a veg room, and while CFL's and flouroscent fixtures are more easily available and "cheap", LED's tend to more affordable in the long run.
