Wow you need to provide more info. What kinda soil? Seems to me that its cause your soil is to hot and its burning your plants. Should have gone with seedling started instead.

Oh and why are you vegging seedlings under a 400w HPS? You should just be useing a floro or CFL's or MH.

pH or soil too hot, not enough information, but I will say the pot is too big, should be in dixie cups for there size......

not to mention the poor thing is toast, burned or pH'd to a crisp
