How do I do it right?

I can hack n fit
But I'm looking for the technique to get it right

It's not as easy as just tracing the hole to be cut and over laying it on the to be cut surface? Is it?

I need a 12.7" hole on a steel barrel

Draw the hole, and take it to a welding shop to have it cut with a cutting torch. If it needs to be smoother, ask them how to do it, or have them do it. Good luck. -granger

The hole will be stretched into an ellipse as it goes across the curved surface. I don't have the equations handy but a tool like Sketch Up can help you get it right.
