Best LED for under $400

Hey there! I'm gonna try to lower my power bill this year. This is my 5th grow and I'm in soil in a 5×5×8 tent. I'm looking for the best (in your opinion) LED for under $400, and why you think so. If there's not really a decent option at that price, tell me why not. I've been running 1000w MH and 1000w HPS and the electric bill is outta control! Thanks for your input in advance!

I don't necessarily need to fill the ENTIRE tent. I'm using buckets the are 12" tall and 11" across the top. So as many that will fit, with or without a SCROG.

Could you switch to an adjustable ballast instead if possible? Your electric might be high but is it $400 more high?

HLG and ChilLED seem to be the forefront of leds right now.

Oh dear. For $400? are they USD? lol

720w for $450 is as close as I'm getting. That's the real deal though. I only back proper kit. Samsung diodes with Meanwell supplies. Nothing anybody can question.
