Just spit on it...

Oh shit, thought we were talking about something else.

Can you scratch the surface around so it's not a hard crusty shell? I would do that and then try to shower it every now and again ever 30 minutes to get the juices flowing again. I don't know if it's feasible for you but could you water in some aloe and/or yucca extract to lower that surface tension of the water?

I was thinking of making a channel down the center and using a soaker hose ... bed is 12 x 90 feet x 1.5 feet deep ... The soil is supper compacted as it is mostly used sunshine #4 with 25% garden soil added in ...

Yeah I would get a rake and scratch apart the entire surface of the whole bed. I would then cast some cover crop seed like clover or the cover crop blend from Build A Soil over the whole bed and then light water it all in so that it soaks in instead of running off all over the damn place. You could throw some straw or something like that down too as it could help the water from just running off and will also help the beds retain that moisture instead of quickly evaporating off.

A few drops of a natural soap such as Dr. Bonners will help the water penetrate the soil.

Sorry I'm late. Yucca extract! Therm x70 or others. A surfactant is what you need to lower the surface tension of the water and break the soil of it's hydrophobic ways.
Soap works good. Dawn works awesome, soil that dry won't be biologically active anyhow.
