Are these pH problems? Help!

My friend has been struggling with these plants for quite some time about 1 mount. Their growth is extremely slow and the bottom leaves keep burning off. Occasionally, spots form. Is that a pH problem? He hasn't been giving too much water and he's started checking pH (could it be because of a CHANGE in pH?) Notice: the top leaves are doing fine. It's just the ones underneath that are eating themselves up. temp 25 Humidty 45%
Any and all advice is appreciated

Well that's a problem if I ever saw one! But is it a ph problem? There's only one possible way to find out.......check the ph.

and what he have to do? flush with water ph 6,5/7? He give only 1 time the nute and only 1 ml

just repot into general purpose potting soil with no organic matter.

some cannabis plants are sensitive too to much nutes. and make sure the PH Around 7

they should recover.

just a hand ful of organic matter too every 11 litre pot is more than enough.

Those plants look hungry to me ... not overfed. I'm not saying food isn't present or that your boy didn't feed them ... I'm saying the plants ability to Uptake nutrients is probably being hindered. A hydrogen potential of 7 isn't an ideal environment it's a tolerable one ... You want mid 6's in soil Bitty Bong Bong.
