basically when you type in a description for your picture in the app, you can also type in keywords in this format
#<word>
So for example:
Look at my great #weed picture. We got really #stoned off it.
The keyword with the # sign is clickable, and will bring up other pics of people who used the same keyword. This is the fun of it.
A lot of people make up their own nonsense keyword phrases like #hotlikefirewhutugottasayaboutit. I would avoid this and stick to common words; look at what other weed people are doing for common keywords.
I would also limit the use of tags to say 2-5 because it can get into obnoxious spam territory.

for your situation, you are in MA, i would look into local hashtags. right off the bat i can think of #bostonstoners... here are some others I found off that tag:
#bhoston
#dankachusets
#bostondabbers
you could go so far as to tag local colleges for example #amherst but that is risky as you toss your picture in with the rest of the squares who use that tag.
I'd also hashtag all the strain name, just as #witchesweed
