It really depends on some things :

size of light
size of grow space
clones or seeds? (assuming seeds)

General rule of thumb is to wait at least a month to flip the lights to 12/12 from seed to ensure the plant is mature enough to produce for you. Also, if your light is weak, you dont want to let them get too big because it wont be able to penetrate into the plant unless you are bending or scrogging or something. From clone you can flip the lights to 12/12 just about when the roots are nice and healthy if you wish. Anyways, a little stoned....hope this helps :D

Like I was saying...depends on how big you want um..I think you said they've been veggin for 3 or 4 weeks. I would do it now...they will probably more than double or triple their size during the stretch...My sativas would have been 6' if I didn't seriously break them down late in flower, which ruined them. I had to, I was out of vertical room with the pot size included. That too..for their size they should have been in 5 gal pots, instead of 3 gal.

thanks for your help guys, pack i planted them all at different times, half of them are about a week old, is this ok even under a 250 watt hps?

You can technically put them into 12/12 at any time...
They won't start to flower until sexually mature...
Usually by the 8th or 10th set of leaves, the internodes begin to alternate, instead of pair... This is a sure sign of sexual maturity... as are preflowers...
Rooted clones are already mature...
Expect plant to double during flower(at least)
