if it were really free what would be in it for them? then when support issues pop up they'd be tending the needs of unhappy customers, for free?

all of those ads say the same thing, they'll design & build your site for free, if you're happy w/the results you pay them.

Depending on your needs, you may be able to use something like WordPress to build what you need for yourself. There are hosting companies that will give you a running CMS - pretty much all you have to do is add content.

If you're not paying for it, you're not the customer - you're the product.

you can do "attractive and functional" with the basics of html like paragraph breaks, linking images, setting colours. on the next evening follow a tutorial for css stylesheets, which will allow you to make things look better without using html tables.

I use Xara Web Designer. It's only $49 for the latest version. Easy to use.

What is the purpose of the website? Is it commercial or personal? If it is a business then hire a professional. A designer and a developer. Most firms offer both as well as SEO, database, ecommerce and related services.

If it is personal you have lots of options from web based services & computer programs. It isnt terribly difficult to learn HTML/CSS.

Tumblr lets you use your own domain. I'm sure others do as well.
