T5s are good for vegging. HPS will work for veg, but your plants may stretch more.
You can also use a couple of 125 watt CFLs as side-fills and can be moved to different grow rooms and plants.
As for the type of bulbs... 6500k for veg and 3000k for flower. High output 54w bulbs will give you better results than the 24w bulbs.

You should not have a problem switching the light spectrum on an 18/6 schedule from HPS to either T5 or a PL-L array. This would NOT be the time to starting making any duration changes to the photoperiod though.
