Is it possible that keeping marijuana illegal is a form of modern day superstition?

It has been going on since 1937,
is it possible that rational, intelligent people at their core are scared to legalize weed? They know zero humans have ever died in the history of it's use....yet something compels them to still oppose it, even if they have tried it?
It's like Desmond from LOST. Typing in those numbers, every 108 minutes. Not knowing why, just knowing he doesn't want to know what happen if he ever failed to "Push the button."
