1st time Noob light problems

greetings fellow growers .

This is my first ever grow. I have 3 GHseeds Super Lemon haze and 3 barneys 8 ball Kush seedlings almost ready for full on Veg lighting.

however my Pulsestar 600w ballast and sunmaster dual spectrum blub are not working. they are both new from the local hydro store. What happens is that there is a small blue flash ever 2 mins or so from the bulb, but I get no more than that.

Anyone able to advise me what it is that may be going on? I don`t want to look silly and take them back, only to find it was some noobish error on my end.

Take them back. The worst thing that happens is you find out NOW rather than wait weeks for conflicting answers from us that may not apply.

Listen to FB, why mess around with lighting/electric if you dont need to. without pic of your bulb and ballast its gunna be really hard for anyone to figure out what is wrong. bring the entire setup (ballast, lamp, hood) if u can and fire it up at the store.
