1600 watts for flowering....Am I using the lights in the best way?

I am just about to set up a grow journal on here for everyone to follow but before I post pics Im still finishing the room up. I have 2 600 watt hps and a 400 watt hps. I am doing DWC buckets and an ebb and flow table. How many 3 and a half gallon DWC buckets should be used with a 600 watt and 400 watt hps for proper lighting? The other 600 watt hps I am gonna use is for a 3x3 ebb and flow table? Does that sound good or should I switch those lights around and use them in a different order.(This is just for flowering I already have my veg room taken care of)

Right now I have 4 DWC buckets under the 1000 watts(600 watt and 400 watt hps) my question is should I add one more for a total of 5 or even more

are those lights in hoods? If so, they are going to have different foot prints, the 600 is 3x3, and the 400 may be 2x2ish. This may vary a bit. the 400 will also have less penetration into the canopy

I think alot depends on how long the plants are vegged and trained

If you hung the 600 vertical, you could probably put several buckets around it
