okay first it looks very similar to this:

i picked up a pot with a tight fitting tray (a plastic coffee 'can' with holes in the bottom, sitting on top of the inverted plastic lid that came with it) and i saw like 100 of these tiny little things but they move very fast, have hard to see legs but these big antennaes. the 'tray' was half full of water.
i dont know what they are but this pic looks almost like them. i did not see them on the body of the plant. and they are just on this one, this is the only plant i have in this set up, which i think is the cause of it.
i mixed about a half oz of neem oil with some soap and watered it in the bath tub, then i poured some more with about an oz of Malathian, or whatever it is and they seem to be dead this morning, either that or just hiding.
they couldnt be thrips could they? instead of running around they were floating on various small things, because when i watched this one, it just stayed on this floating thing walking around it, and wouldnt go in the water. one on dry surface, it jumped out of my field of view. NO WINGS. white and translucent. Very small, could see just a white spec with naked eye and took my loop to see up close. And does NOT appear to be a larva, because they were running around on their little floating islands quite well.
any ideas? thx
