I don't think they're the same. From the link you provided ... "Different manufacturers call ceramic metal halide lamps by different names: GE Lighting – CMH, Osram – HCI, Philips CDM and Sylvania – CMI."

The CMH we've been talking up here is Phillips. What Phillips calls CDM are "high-pressure Ceramic gas Discharge Metal-halide lamps.*" I won't say it's a bad lamp (no idea) but it's not what Phillips would call a CMH.

The 400w listed is the GE CMH, compatible with 400w HPS ballasts (ANSI S51). Its universal position, with 3000K HORizontal, and 3600K Vertical. Its not rated for work on open luminaries. 41000lm, 20Kh.

If you cannot get them then get the 400 eye blue as it's an awesome bulb as well. But you will need a MH ballast. Personally, I like the eye blue much better than the cmh in veg, and I now supplement with the cmh in flower. In other words, I now flower with a 400hps and a 250 cmh as I did not like the outcome of growing all the way through with only cmh bulbs. That's my opinion and I’m sticking to it. 
