Schedule II is a bad place for cannabis. Maybe even worse than 1 as far as legalization goes. Current Schedule II drugs include Cocaine, Meth and opiates such as morphine and opium. Try to legalize anyone of those.

Schedule 2 drugs are:
1.The drug or other substance has a high potential for abuse.
2.The drug or other substance has a currently accepted medical use in treatment in the United States or a currently accepted medical use with severe restrictions.
3.Abuse of the drug or other substances may lead to severe psychological or physical dependence.

It really just needs to be removed from the schedule all together.
