You run the filter 24/7 so that smell doesn't leak out, you need the constant draw of the fan to keep air always flowing into the tent and out the filter.
A speed controller would help, just dial the fan down a bit (although the S&P TD fans don't really like the standard fan controllers might need a variac).
I can also tell you that a 450 cfm fan is a good size for venting 5x5 with a 1wk. It's a bit more than you need with just fluoro's but it's always smart to have headroom in your ventilation.

Thanks qupee, I will invest in a fan controller, I bought a fan thermostat for the vortex so it would only kick on if the temperature went above a certain temp, but I guess if I am running the fan 24/7, then that was a waste of money. Will vortex work with a fan controller?

Also I guess that having a larger Fan and Filter will be great if I decide to upgrade to a 1KW HID. Wont have to spend more money and buy another fan and filter.
