My 2 cents -
Check for light leaks.
Try to place it under the light
However I wouldn't get panic - she is flowering - they just need to dense a bit.
In what week is your HS?
They are looking real GOOD :good

Can you place a picture with some object (like a lighter) so we can get so idea of scale?

yeah it's still growing. there's only a few pistils coming out here and there...
Some similar shit is happenen with me.
I have 3 HS
1 totally flowering like3-4 weeks in
1 like a week behind

All germd and grown identically

i've read a lot about plants not wanting to flower... i've come to understand that there is only a few things i can do to get that bitch to do what i want:
-give her a few days of complete darkness
-cut down the light-cycle to 11/13 or even 10/14
-increase P and K feeding while decreasing N
-HOPE & PRAY
